As an upstream engineer, I'd like to implement a version validation for conmon-rs on startup, so that we can early check the feature compatibility between conmon-rs and CRI-O.

The basis for this work has been done in the previous sprint via:

• https://github.com/containers/conmon-rs/pull/2589

CRI-O can now use the new API on config validation. We also have to take into account that previous conmon-rs releases may not have the ability to check the version requirements.
