DRA has e2e tests:

• e2e: https://github.com/kubernetes/kubernetes/blob/master/test/e2e/dra/dra.go 

Goal:

• Enable these tests to run in CI (these tests don't require an actual GPU)
• Add a techpreview job

Note:

• in v1.33  both beta and alpha for 'resource.k8s.io' is disabled, and the feature gate 'DynamicResourceAllocation' is disabled by default.

Acceptance Criteria:

• These tests run and pass in CI in techpreview mode
