Basic OCI artifact management support (pull/list/remove) will be added as part of #8996, which also covers the use case for seccomp profiles.

For being able to mount OCI artifacts in Image Volumes, we need a way to mount artifacts.

This can be achieved similar to: containers/podman#25397

This story focuses on understanding the OCI Artifact specification, the reference implementation in containers/podman, and what tests are needed in integration test.

Acceptance criteria is to be able to start implementation.
