[4.18] Add a min version of 4.18 in cincinnati-graph-data repo

      Based on the backport of the upgrade blocking code in 4.18, we need to raise a PR in the cincinnati-graph-data repo having a minimum version of 4.18.z for all the clusters to pass through this version before upgrading to 4.19
