Create ocp specific daemonset containerfile for konflux use, so that we can meet RH product release policies without affecting upstream builds.

• Create file from upstream containerfile
• Use internal golang builder image
• eliminate network usage
• Update base image to ubi version
• Add required labels

Goal is to reduce the violations in the Enterprise contract to a minimum.
