Per [1], a directory for our tenant needs to be create under gitlab.cee.redhat.com/releng/konflux-release-data/tenants-config/cluster/<cluster-you-are-using>/tenants named "dynamicacceleratorsl-tenant" and the top level CODEOWNERS file needs to be updated so that team member make changes to this directory.  We are using stone-prd-rh01 cluster.  This will allow us to create manifests to configure konflux.
