Release cri-tools v1.27.0

Things to be done:

1. Tagging the release and waiting the CI to finish https://github.com/kubernetes-sigs/cri-tools/releases/tag/v1.27.0
2. Promoting the release artifacts to the GCS bucket via:
   $ kpromo gh --org kubernetes-sigs --repo cri-tools --bucket k8s-artifacts-cri-tools --release-dir release --tags v1.27.0
   https://github.com/kubernetes-sigs/promo-tools
3. Update cri-tools in k/release like https://github.com/kubernetes/release/pull/2517
4. Update cri-tools in k/kubernetes like https://github.com/kubernetes/kubernetes/pull/109813
5. Bump cri-tools for 4.14 RHEL 7/8 like:
   https://brewweb.engineering.redhat.com/brew/taskinfo?taskID=45091971
   https://brewweb.engineering.redhat.com/brew/taskinfo?taskID=45092965
6. Update package in OBS like: https://build.opensuse.org/package/show/devel:kubic:libcontainers:stable/cri-tools
