    Description

      Based on the linked spike user story, 

      1. Create an openshift/api PR to support Evented PLEG in OCP
      2. Create a PR to the cluster-config-operator repo containing the above merged api changes
      3. Create an MCO PR with the implementation of code changes to support the evented pleg feature i.e. update the kubelet, cri-o configs when there is an update on the node config's eventedPleg field.
