currently, between minor versions upgrades (4.7->4.8), cri-o cleans up the images on disk. This is to allow kubelet to start with a fresh image store and ensure images don't stick around for longer than they're needed.
however, there's a clear inefficiency to this, as there exist images that are not upgraded between versions and don't need to be removed. This can cause slower bootup times for nodes between upgrades, and is especially painful in disconnected environments
this card is for investigating the result of no longer wiping the images between reboots.
