      Description

      It's common that the deployment of the Cloudformation stack that houses the AWS hypervisor is interrupted because the instance can not be provisioned in that Availability Zone due to a lack of capacity. Correcting this isĀ 

      Acceptance Criteria

      Add a pre-check that uses CreateCapacityReservation to ensure that the intended instance type is available in that AZ and region. If there is no capacity, catch the error before starting stack creation and return a meaningful message, instructing the user to choose a different region. If there is capacity, pass the reservation ID to the CloudFormation template
