Add an e2e test to verify that when the cluster is in degraded mode, the Machine Config Operator correctly blocks any reboot-required rollout on the remaining master. The test will detect degraded mode, apply a harmless MachineConfig that normally triggers a reboot, and validate that the master never drains or reboots and that the MachineConfigPool remains blocked at maxUnavailable with an appropriate condition. Once confirmed, the test cleans up the temporary MachineConfig and ensures the cluster returns to its original state.
