Following a double graceful node shutdown, the podman-etcd agents fail to re-establish the etcd cluster.

Two main errors are shown

• "member count is unequal"
• the selected leader agent is not able to add the peer as learner member, see the specific failure log: `ERROR: could not add master-0 as learner, error code: 1`
