TNF clusters should safely handle replacing control-plane nodes

      As a developer of TNF, I need:

      • An outline of tasks for handling control-plane node recovery and restoring the Pacemaker configuration on the new node.
      • A procedure that, when a new node is added, re-runs the auth job, runs a job on the surviving node to add the replacement node to the Pacemaker cluster, and re-runs the kubelet disabling job on the replacement node.

      Acceptance Criteria:

      • Documentation for the new process is updated and published.
      • A new CI job is created to validate the new code and procedure.
