      Manifests-gen + capi installer now supports reading in from /capi-operator-manifests (see OCPCLOUD-3327) 

      We need to update all of our operands to:

      1. Use the new manifests-gen, generating in the new pattern
      2. Store those generated manifests under /capi-operator-manifests in the image that's shipped. 

      CAPA is complete, and a functional example of this. See 584
