Manifests-gen + capi installer now supports reading in from /capi-operator-manifests (see OCPCLOUD-3327)

We need to update all of our operands to:

Use the new manifests-gen, generating in the new pattern
Store those generated manifests under /capi-operator-manifests in the image that's shipped.
