For all CRDs defined in a current transport configmap CCAPIO must not attempt to create CRDs listed in UnmanagedAPIs, but instead create enforcing CRDCompatiblityRequirements.

Almost certainly a modification to the capiinstaller controller: when it encounters a CRD, if unmanaged it creates a CRDCompatibilityRequirement.
