To align with the 4.19 release, dependencies need to be updated to 1.32. This should be done by rebasing/updating as appropriate for the repository

Upstream 1.32 bump now merged. Will open a PR for our downstream

Upstream still have not merged their 1.31 bump, we need to get that merged and also a bump to 1.32
