[AWS] Support for delete on termination for non-root EBS volumes

      Background

      Within MAPA you can specify that a non-root ebs volume is orphaned when a machine is removed on AWS.

      Currently in CAPA there is no way to do this, and all volumes are removed when the instance is terminated.

      We need to either get this feature available upstream, or, come up with a convincing reason that we aren't going to support this going forward.

      Steps

      • Understand the use case for orphaning a disk once the EC2 instance is removed
      • Determine if this is a feature we think is being used (insights data?)
      • Looking at trying to support this upstream in CAPA
      • Adjust conversion logic where appropriate
