Rebase/update to K8s 1.28 for Cluster Cloud Controller Manager Operator

      To align with the 4.15 release, dependencies need to be updated to 1.28. This should be done by rebasing/updating as appropriate for the repository

            Run regression for cloud team cases and network team critical/high cases with 4.15.0-0.nightly-2023-10-15-214132, found 2 network bugs

            OCPBUGS-21803 OCPBUGS-21818  the bugs are not related to pr 285. 

            Move this to done, test detail in https://issues.redhat.com/browse/OCPCLOUD-2247
