After some initial discussion, we have a theory that the cluster-api-operator (upstream) is causing more harm than good in our CAPI architecture.

We would like to understand what benefits it provides, and what problems it solves, as well as the issues it introduces so that we can evaluate if it should be removed from our architecture.
