Background

As a part of https://github.com/openshift/cluster-control-plane-machine-set-operator/pull/84 we prevented installing CPMS on GCP because we knew it would break clusters.

Now that we have fixed the load balancer attachments, we can re-enable CPMS on GCP.

Steps

• Remove GCP webhook blocker
• Test manually that we can complete a rollout on GCP and that the control plane remains healthy

• GCP is now in manual mode for CPMS
