Verify that activating a CPMS does not cause a rollout

Background

We expect that a generated CPMS should be able to be activated without causing a rollout, that is, the replicas should be equal to the updated replicas.

This should run after OCPCLOUD-1742 in an ordered container

Steps

• Create a test that:
  • Checks the CPMS status is as expected
  • Activates the CPMS
  • Checks that no new machines are created
  • Checks that all cluster operators are stable
