Epic Goal

Cloud Controller Managers (was known as out of tree cloud providers) need to be checked that they will be ready for GA in preparedness for upstream switching over from the current intree providers
This Epic is not about GAing the drivers but to allow testing and exploration of the the CCMs themselves

Why is this important?

When the switchover occurs if OpenShift is not ready than we will break our cloud provider support (or be forced to fork) which is not acceptable

CI - MUST be running successfully with tests automated
