1.Proposed title of this feature request

RHCOS enables DHCPRELEASE sent.

2.What is the nature and description of the request?

The new feature will allow to customize the RHCOS primary network interface to configure the DHCP in such way that nodes will send DHCPRELEASE message to DHCP Server when scaling down in order to free the IP and not to be forced to wait for the lease time. In this way the IP can be released and reused.

3. Why does the customer need this? (List the business requirements here)

DHCP lease time on the PROD env. set to high time (1 month) because the customer may perform maintenance activities or shut down the cluster temporary for saving costs. In this scenarios, if the nodes come up with a different IP address than what it originally had, the cluster will not start creating a PROD DOWN situation.
