Background

We will need CI for the new operator, this will include:

• Linting
• Unit tests
• Origin E2E tests (AWS and AWS serial)
• Image build
• Check CRDs are synced from openshift/api

Steps

• Ensure Makefile has appropriate targets based on the above list
• Ensure these checks are running and blocking merges
