Background

As described in the enhancement, we will need to check for the presence of a placement group, and, should it not exist, create it.

Steps

• Update vendor to include new API changes
• Implement RunInstances updates to include config for adding instance to placement group
• Check for presence of, and create placement group if it does not exist

• Users can create placement groups and use them with MachineSets

• Users should be able to specify the name of an existing placement group and have machines created within this
• Users should be able to specify the name of a placement group which doesn't exist, and have it created per the configuration on the Machine
