Allow users to enable the capability to use UltraSSD disks in Azure

There's no way to get this done in IPI and doing it in UPI makes lose some features like auto-scaling

It's needed for using UltraSSD disks for both, data disks and also PVs.

No, but this is also needed for RFE-479
