User Story
As an operator of OpenShift I want the system to safely prevent problems with the etcd clsuter so that I can replace and resize the control plane machines in a semi automated manner
As a developer on OpenShift I would like to understand the design for a safety mechanism that prevents etcd quorum loss so that I can implement the solution during the 4.10 cycle
Background
We need to design a mechanism that allows Machine API and Etcd Operator to coordinate between one another to allow the safe startup/removal of new Machine members.
