RFE: Enabling accelerated networking from the machine-api in OCP 4 on Azure

1. Feature Overview
This RFE will allow to enable this Azure feature in very dynamic, with auto scaling and auto-managed environment by using machine API.

2. What is the nature and description of the request?
Make possible to enable accelerated networking on Azure from the machine-api.

3. Why does the customer need this?
We have the possibility to enable accelerated networking post install on running instances in OCP 4 on azure deployment. Customer is using cluster auto scaling in number of very dynamic environments. It is not possible to use this Azure feature without managing it through out machine API

This new RFE remove the installer part of the initial RFE as requested
