Currently operator is a no-op until a FeatureGate with `ExternalCloudProvider` is found in a cluster. This enables provisioning CCM resources for providers which are still TP.

As Azure Stack Hub expected to arrive in 4.9 as GA, we should unconditionally provision resources for this platform.

DoD:

• Operator skips the feature gate check on encountering Azure Stack Hub platform in Infrastrucuture.
• Operator would provision Azure CCM resources for this platform as soon as it starts.
