On GCP, if a preemptible instance reaches 24 hours in age, it is shut down, not terminated.
This means that our termination handler does not delete the Machine when the instance ages out and is shut down by GCP.
To make sure that we remove instances in this way, we must come up with some solution that removes or restarts the preemptible machines once they get to this age.
