CCCMO: Ensure related objects are set on Cluster Operator

      To ensure that must gather can scrape all of our appropriate resources we should ensure that our "relatedObjects" are being set by the CVO on create. This will help us to ensure that the must gather can operate correctly when a cluster has not yet initialised.

      Once the CVO creates the ClusterOperator, management of this is turned over to CCCMO to handle. We can pre-populate any statically named resources, CCCMO will later add any dynamically added resources and will also then manage the statically named resources.

      ToDo:

      • Determine static resources that are related to CCCMO
      • Ensure these are listed in the ClusterOperator manifest as appropriate for CVO precreation
      • Ensure that all resources listed in the manifest, will then also be added to this list by CCMO (ie nothing is removed when it starts up)
