Epic Goal

The OCP Build test suite remains a merge blocker on several repositories. This test suite is prone to breaking changes from other OCP components. As this is a candidate to be made an optional capability in OCP, making this test suite non-blocking/optional for code merge will improve developer experience. Instead, this test suite should be run periodically, incorporated into the TRT release gating pool, and ultimately block release of OCP.
