Description
User Story
As a cluster admin
I want the JenkinsPipeline build strategy to be automatically enabled on my cluster on upgrade
So that I don't cause builds to fail if users run JenkinsPipeline builds.
Acceptance Criteria
- If a cluster does not have any JenkinsPipeline builds, JenkinsPipeline is disabled on upgrade
- If a cluster has JenkinsPipeline builds or BuildConfigs, JenkinsPipeline is enabled on upgrade
- Boostrap check is only run once (is not repeated after restart).
