This is a clone of issue OCPBUGS-8425. The following is the description of the original issue:

      Description of problem:

The customer reports that if they have a malformed manifest, MicroShift continues to try to load it indefinitely and this causes intermittent problems accessing the API server.

Version-Release number of selected component (if applicable):

      4.12

      How reproducible:

      Steps to Reproduce:

      1. See the manifests in https://iiot-storage.edgenius.abilityplatform.abb/edgenius-os/abb-edgeniusos-0.3.1-prod-x86_64.iso
      2.
      3.

      Actual results:

      Expected results:

MicroShift should not overload the API server retrying. It should introduce a backoff interval or stop retrying after a certain number of tries.
