BMER does not upgrade from 4.11 to 4.12

    Description

      Description of problem:

      Nothing happened after updating catalog source from 4.11 to 4.12 index image - BMER subscription did not recognize there is new version available to upgrade to.

      4.12

      How reproducible:

      100%

      Steps to Reproduce:

      1. deploy 4.11 BMER via OLM
2. update catalog source to 4.12
3. wait for bmer upgrade to happen by monitoring subscription

      Actual results:

      3. nothing happens in subs. No installplan is created.

      Expected results:

      3. new version is picked up by subs, and a new installplan should be generated

      Additional info:

      This issue has the same symptom as Bug 2102396 - TALO does not upgrade from 4.10 to 4.11
