Description of problem:
When deploying an ovs bridge bridge behind a node's primary iface (with a dummy iface to handle l3 config), deployment reaches timeout and fails.

How reproducible:
On any cluster with knmstate

Steps to Reproduce:
1.Deploy the attached nncp
2.
3.

Actual results:
Deployment reaches timeout and fails (With node losing connectivity in the process).

Expected results:
New ovs bridge should be deployed successfully, and act as the node's primary iface.

Additional info:
Deploying a LinuxBridge works as expected.
