Description of problem:

ZTP changes to enable custom partition creation through siteconfig should be backported to 4.10.

Steps to Reproduce:
1. Add custom partition to siteconfig:

diskPartition:

• device: /dev/disk/by-id/wwn-0x64cd98f07a3f810025cf0e56e9b8d8fb
  partitions:
• mount_point: /var/recovery
  size: 51200
  start: 350000
  2. Install spoke cluster via ZTP

Actual results:

Custom partition configuration is parsed and added to siteconfig but partition is not created at install time.

Expected results:

Custom Partition is created

Additional info:

In the case of an upgrade from 4.10 -> 4.11 If the end user is expected to create a recovery partition before starting the upgrade process 4.10 ZTP must have the custom partition functionality enabled.
