Description
Description of problem:
Bare metal SNO deployed and configured via Telco ZTP process gets rebooted 3 times during 4.10.21 to 4.11.0-rc.1 upgrade, leading to increased time for the upgrade process to complete.

How reproducible:

Steps to Reproduce:
1. Deploy and configure bare metal SNO via Telco ZTP process
2. Upgrade node to 4.11.0-rc.1
3. Check the amount of reboots the node went through until the upgrade process completed
Actual results:
Node gets rebooted 3 times
Expected results:
Node gets rebooted once when machine-config operator(the last cluster operator which gets upgraded) gets upgraded.
