When I ran the coctl aws create-all command it did not properly create the IAM roles and the only file available was the cluster-authentication-02-config.yml

I manually ran:

ccoctl aws create-iam-roles \
--name= \
--region= \
--credentials-requests-dir=/credrequests \
--identity-provider-arn=arn:aws:iam:::oidc-provider/-oidc.s3..amazonaws.com

To get the manifests directory to properly populate.
