      Section Number and Name: Creating a load balancer service

      Describe the issue: Currently no warning like "vSphere's cloud provider is not capable of creating load balancers, and will ignore that aspect of Service resources".

      Suggestions for improvement: Mention that LB support depends on the cloud-provider. Possibly attempt to keep track of which cloud providers have this support, or point folks at a way to check (not sure if this exists or not).

      Additional information: [1] is the upstream, in-tree vSphere cloud provider saying "yeah, I don't do load balancers". Presumably the "None" cloud provider also ignores load balancer requests. I haven't checked other cloud providers. I haven't gone back through the docs to see how stable this text is, but I'd guess at least 4.6+ would need the new warning.
