IPFailover preemption does not work on OCP4.9.

      Description of problem:
      IPFailover preemption does not work on OCP4.9.

      When the customer sets OPENSHIFT_HA_PREEMPTION=nopreempt and checks the VIP after stopping/starting the node, the VIP that was moved to another node returns to the original node after 1 minute.

      It appears that the environment variable is not working because the VIP returns after 1 minute even if the customer sets PREEMPT_NODELAY 300 to test it.

      Steps to Reproduce:
      1. set OPENSHIFT_HA_PREEMPTION=nopreempt
      2. stop and start the master node

      Actual results:
      When nopreempt is set, the VIP continues to move on the other node.

      Expected results:
      The VIP returns the original node.
