Description of problem:
Storage dashboards were removed as part a solution for BZ 1999717. In OCP 4.10 are present when cluster is in managed service mode.

Steps to Reproduce:
1. Install OCP 4.10
2. Install ODF 4.9
3. Add label to openshift-storage namespace as follows:
metadata:
name: openshift-storage
labels:
odf-managed-service: 'true'

4. Check that Storage -> OpenShift Data Foundation dashboard is not present

Actual results:
OpenShift Data Foundation is present

Expected results:
Dashboard should not be present if cluster is installed as managed service.
