Failed to install on Windows Enterprise

      Description of problem:
      Cannot successfully install crc. After MSI installation and system restart as instructed, Windows pops a notification that crc installation was not successful ( 1602 error code). When running crc setup in a terminal/PowerShell, it ends with an instruction to reboot the system and run crc setup again (with the same outcome).

      How reproducible:
      Install crc on Windows 10 Enterprise, restart, run crc setup, restart again, run crc setup

      Steps to Reproduce:
      1. Download crc installer from Red Hat Website
      2. Extract package
      3. Install extracted installer package
      4. Restart system as instructed
      5. Upon restart, installation error notification should pop up
      6. Start terminal/PowerShell as admin
      7. Run 'crc setup'
      8. Restart system as instructed
      9. Installation error notification should pop up again

      Actual results:
      Installation not successful

      Expected results:
      Installation successful
