Description of problem:
While clicking quick starts link "Learn how to use virtual machines" opens link: https://console-openshift-console.apps.uit-02.cnv-qe.rhcloud.com/quickstart?keyword=virtual+machine

But the keywords "virtual machine" is not sitting in filter area by default, so all quick start are showing.
It expects only showing virt related cards.

This is a regression on OCP 4.9 as it works on OCP 4.8.
