Duplicate egress firewall rules while upgrading to Openshift 4.10.26 from OpenShift 4.9.37

Steps to Reproduce:

1. Create a egressfirewall on the namespace
2. Upgarde the cluster to 4.10.26
3. Check the nddb for the duplicate entries.

Actual results:

Duplicate entries present in the nbdb

Expected results:

No duplicate entries should be present.
