Description of problem:

In Metering, Reportdatasource 'pod-request-cpu-cores' have Prometheus query 'sum(kube_pod_container_resource_requests_cpu_cores) by (pod, namespace, node)' which includes the pod is completed phase. Ideally, the report should only contain the pod in the running state.

This will have misinformation when we generate the report.

Customers wanted to create a report to identify active pods requests VS active pods utilization and pick the highest value.
