Description of problem:
The conformance test "[sig-auth][Feature:OAuthServer] ClientSecretWithPlus should create oauthclient [Suite:openshift/conformance/parallel]" fails for ibmcloud ROKS clusters because ibm cloud does not support the oauth-openshift routes.

4.6+

Unless the hypershift swap is planning on including the oauth-openshift route, this is suppose to be apart of the default openshift offering or if the test is going to be updated to use something else, we plan on skipping it.
