oVirt conformance tests are failing due to docker rate limiting on release <= 4.6

      Description of problem:

      If you look at oVirt 4.6,4.5 and 4.4 release jobs [1][2][3]
      you can notice that a very high number of tests are failing.
      This is due to the docker rate limiting[4]:

      This problem got fixed for other providers, need to check if we need to purchase a docker account or if there is a different way to workaround this.
