Description of problem:

After successfully installing a spoke cluster, I have deleted the agent resource created and attempted to delete the ClusterDeployment that I defined. However, the ClusterDeployment hangs indefinitely.

How reproducible:
100%

Steps to Reproduce:
1. Install a spoke cluster with the assisted-service operator
2. After installation completes, attempt to delete the agent and clusterdeployment

Actual results:
ClusterDeployment hangs indefinitely and is never removed

Expected results:
ClusterDeployment is deleted
